Member of a consortium led by Urban Institute under USAID contract primarily to focus on finance, enterprise divestiture, housing policy, and urban land policy in Russia housing reform. Project objectives included the development of long-term sources of finance for the financing of residential infrastructure; work with municipalities to effectively deal with the large volume of housing being divested; development of long-term mortgage finance and introduction of home improvement loans, bridge financing, and rehabilitation loans for condominium associations; development of national housing policy; and expansion of land legislation at the national level. ME&A coordinated a U.S.-based training seminar for Russian construction lending bankers to observe practical aspects of construction period loan origination and management (1996). |

Provided support to a regional network, comprised of individuals, associations, and organizations with expertise in housing and urban development sectors as well as small business development. This network was created and supported by RHUDO-SA, and it conducted meetings and conferences in locations throughout South America in addition to sponsoring the development of case studies of significant projects in the region. (September 1989 to September 1992). |

Designed, implemented, and managed a 14-month, nation-wide, public information/education campaign for the Government of Moldova, Ministry of Privatization. Informed the Moldovan public about privatization issues andtransition to a market economy. Created a Moldovan communications infrastructure: a weekly and monthly television program; four weekly radio programs; a weekly, bi-lingual (Moldovan and Russian) newspaper; and a monthly stock exchange bulletin. Held town meetings, conferences; produced pamphlets, posters, and flyers; conducted nation-wide public information polling; and directed 14 regional public information officers and 18 hot line operators. |
