Integrated
Water and Coastal Resource Management (IWCRM)
The Water
IQC II is an USAID Indefinite Quantity Contract mechanism
that is intended to address the Agency’s priorities related
to all aspects of integrated water and coastal resources
management, serving USAID field missions, regional bureaus,
and Washington-based offices.
The
objective of the IQC is to provide capacity to respond
rapidly to requests for short, medium and long-term
technical services aimed at helping carry out the integrated
water and coastal resources management aspects of
development assistance programs.
The ME&A
Team includes the following subcontractors: Booz Allen
Hamilton, DevTechSystems, Ecology & Environment, Shaw
Environmental and Infrastructure; Development Associates,
AIS Development, Global Environmental & Technology
Foundation, The Heron Group, HydroGeoLogic, Advanced
Engineering Associates International, Taylor DeJongh, Boston
University Marine Program, Woods Hole Oceanographic
Institute, and Citizens Network for Foreign Affairs.
Resource organizations include Center for International
Environmental Law, Projects International, Caucuses
Environmental NGO Network, St Anthony Falls Laboratory,
Resources for the Future, and the Pan American Development
Foundation.
ME&A and
five other prime contractors received IQC contracts for this
five-year task order-based contract vehicle, with an
aggregate ceiling $2 billion. The ME&A contract is effective
through September 2010.
The
small business exception to FAR 16.505 allows USAID
contracting officers to directly place IWCRM task orders of
any size with ME&A without competition. For more details
