Sustainable Urban
Management II (SUM II)
SUM II is
intended to further USAID's overall goals to address
urbanization; management of local and regional growth; urban
environmental and health concerns; disaster preparedness,
response and mitigation; municipal and local governance; and
urban poverty reduction.. ME&A and five other prime
contractors received indefinite quantity contracts for this
task order-based contracting mechanism with an aggregate
ceiling of $300 million. The ME&A team includes Booz Allen
Hamilton, Catholic Relief Services, Clark University,
DevTech Systems, Ecology and Environment, International
Management and Communications Corporation, Management
Systems International, and Nathan Associates as
subcontractors, and The Clark Group, Economic
Competitiveness Group, Environmental Law Institute,
International Economic Development Council, National
Association of Housing Redevelopment Officers, and
TransCentury Associates as resource groups.
The small business exception to FAR 16.505 allows USAID
contracting officers to directly place SUM II task orders of
any size with ME&A without competition. For more details
